We will be creating a procedure for helping noobs in game become accustomed with tron that anyone can follow. Please discuss below what you think it should be like, including the order that we teach noobs how to do certain things such as double binding and colors.

I think we just teach the noobs the basic stuff like camping and basic traps, or redirect them to a link that will teach them all the basics, and of course offer them tips and help whenever they need it.

When I see it's a noob or I think the player is a noob I ask "How long have you been playing?" If they're new I ask them if they can touble bind or make sharp turns." And I proceed to explain the how to access the input configuration.

sometimes a noob doesnt even know they have a chat key (yes they are that nub).
I think it would be prudent to finish the website tutorial(s) for tron and make sure they are idiot proof. Then we can just spam the URL for them and that should be easier than having to type and re-type the instructions every single time.

So should we teach them things like colors first, or how to do stuff like double bind?

So instead of creating some sort of procedure we can just piggyback off of Durf's tutorial site once its finished and just tell them to go there.
Sounds like a plan.
